Shanxi Development and Reform Commission released its 2023 action plan for Shanxi province's market infrastructure construction on April 18.

The province plans to complete investment of more than 190 billion yuan ($27.55 billion) in this area by the end of this year.

It will form a radial high-speed rail network centered on the provincial capital Taiyuan, and advance construction of the Taiyuan-Suide High-speed Railway and the first phase of the Taiyuan Urban Rail Transit Line 1.

The province will also accelerate construction of the third phase of the reconstruction and expansion of Taiyuan Wusu International Airport, and build general aviation flight camps.

Shanxi will support Taiyuan's goal of developing into a demonstration zone for a national logistics hub economy, build multimodal transportation gathering areas for bulk logistics, daily necessities and warehousing distribution transit areas, and accelerate the construction of urban logistics transshipment centers to ensure highly efficient distribution.

The port system and air route layout of Taiyuan Wusu International Airport will be optimized and construction work on the Taiyuan Cross-border E-commerce Comprehensive Pilot Zone will be accelerated.

Counties, county-level cities, and districts across the province will be encouraged to develop new-type consumption clusters integrating culture, tourism, commerce, health, sports, and elderly care services. A series of comprehensive urban business districts, national high-grade pedestrian streets and characteristic commercial streets will also be built.

Shanxi will furthermore carry out the construction of live broadcast bases, gather high-quality livestreaming resources, and develop livestreaming brands with national influence.
