Market entities in North China's Shanxi province have developed strongly in recent years. 

To help market entities develop and thrive as well as form industrial clusters, Shanxi has developed 10 major platforms, such as rural e-commerce towns and cultural tourism and health care demonstration zones. 

The province selected 10 industrial chains and 20 leading enterprises in said industrial chains and set up special funds for industrial chain cultivation and enterprise support. 

In 2022, there were 79 science and technology business incubators at or above the provincial level, 301 public innovation spaces at or above the provincial level, and 261 innovation and entrepreneurship bases for small and micro-sized enterprises, which attracted 30,500 enterprises to set up operations and created jobs for 242,300 people. 

Carrying out the pilot project of intelligent approval of individual industrial and commercial businesses was a measure taken by the Shanxi Market Regulation Bureau to increase the number of market players.

Through intelligent registration, the registration process of individual industrial and commercial businesses has been optimized, which has further improved service quality and efficiency and reduced costs for individual industrial and commercial businesses.

Shanxi has also relaxed market access, simplified registration for enterprise termination, and facilitated the withdrawal of small, medium and micro-sized enterprises. 

To help solve the financing difficulties experienced by small and micro-sized enterprises and individual industrial and commercial businesses, the Shanxi Market Regulation Bureau and the Shanxi branch of the Postal Savings Bank of China have provided them with loans worth more than 35 billion yuan ($5.07 billion) and entrepreneurship guarantee loans worth more than 1.1 billion yuan since June in 2020. 

In addition, the bureau has facilitated market access, taken measures to improve quality, strengthened the use of intellectual property rights, reduced the operating burden of market entities, and improved the assistance policies for individual industrial and commercial businesses. 

By the end of 2022, there were 3.98 million market entities in Shanxi, a year-on-year increase of 26.1 percent, while the number of newly-established market entities and enterprises both exceeded 1 million.
