Qingdao WCNA revolutionizes engineering construction approvals

A policy briefing and training session centered on reform of the engineering construction project approval system was held in Qingdao West Coast New Area (Qingdao WCNA).

Since the introduction of the seven-in-one service for project commencement in 2024, Qingdao WCNA has further streamlined the process by integrating eight additional high-frequency items, such as municipal facility approvals and utility installations, into a comprehensive 15-in-one model. By upgrading the platform for managing construction approvals, companies now need to submit their materials only once. The system then automatically distributes these materials for simultaneous review by relevant departments, cutting approval time by over 75 percent.

Qingdao WCNA has pioneered comprehensive management for key projects throughout their lifecycle, offering 96 tailored service solutions from project registration to operation. Projects follow set timelines, with proactive on-site services provided by dedicated "gold medal teams".

To address challenges in obtaining qualifications within the construction industry, Qingdao WCNA has introduced integrated processing for qualifications and safety permits, along with automatic verification of standard data. As the reforms deepen, the area has reduced engineering construction project approval items by 38 percent and streamlined application materials by 44 percent.

Additionally, the area conducts real-time scheduling for key projects and promptly supervises any delays, achieving a completion rate of over 90 percent for key project procedures. This approach has increased project speeds by over 60 percent.
