Qingdao West Coast New Area (Qingdao WCNA) unveiled a three-year action plan (2024-26) for the high-standard construction of the Qingdao Film and Television Base on April 28.

The plan focuses on building a world-class industrialized film and television production base and accelerating the development of a digital film city in Qingdao WCNA. The plan outlines six major projects involving digital empowerment, quality creation, industry aggregation, and talent gathering. It details specific tasks such as promoting the development of a digital film city, developing scientific and technological innovation bases, and supporting filming activities in the area. These efforts will further enhance the base's leadership and innovation capabilities.

The current round of policies adopts a modular and stackable support strategy comprising seven articles and 14 items. It includes support for the operation and development of film and television enterprises, key parks, investment platforms, and research institutions. Each year, a number of industrial talents and new forces will be selected for individual awards. For instance, subsidies for newly established and scale-up enterprises can reach up to 1 million yuan ($138,073) and 5 million yuan, respectively, while rewards for key parks, investment platforms, and research institutions reach up to 2 million yuan, 5 million yuan, and 2 million yuan, respectively.

In recent years, Qingdao WCNA has been continuously enhancing its reputation as China's capital of film. It has placed high importance on the development of the film and television cultural industry, and strives to build a top-notch industrialized film and television base in China.

The core area of the Qingdao film and television base has attracted over 1,000 film and television companies, hosted more than 300 crews, registered 380 projects, and generated a total box office revenue exceeding 31.1 billion yuan, giving rise to a number of high-quality film and television works such as The Wandering Earth, The Creation of the Gods, and YOLO
