Shinan charts bold path forward with record growth and innovation

On Jan 14, the fifth session of the 19th People's Congress of Qingdao's Shinan district highlighted the district's major achievements during the 14th Five-Year Plan. GDP surpassed five consecutive 10-billion-yuan (about $1.4 billion) milestones, historical districts earned a national 4A-level tourism rating, 156 headquarters enterprises were recognized, total local and foreign-currency loans topped 1 trillion yuan, and 81 major commercial, cultural, and tourism projects were completed alongside 429 city-level or higher first stores.
Over the past five years, Shinan strengthened its "1+6+1" industry structure, with the digital economy and finance sectors seeing rapid growth. Innovation flourished through the establishment of new national laboratories, technology centers, and a growing network of high-tech and small innovative enterprises. Historic neighborhoods underwent extensive restoration, adding hundreds of thousands of square meters of upgraded space and attracting nearly 79 million visitors annually.
Looking ahead, the district is heading into the 15th Five-Year Plan with ambitious goals. Shinan plans to attract more than 160 high-quality industrial projects, establish over ten headquarters enterprises, expand consumer and cultural spaces, and open more than 60 new commercial and tourism projects.
By deepening synergies between headquarters, manufacturing, and innovation, enhancing financial services, and improving urban quality, Shinan aims to become a modern, internationally influential urban demonstration zone. The district is committed to delivering sustainable economic growth, cultural vitality, and a better quality of life for both residents and visitors.
