Jining has promoted process re-engineering, deepened once for all things reform, taken the lead in the province in implementing the city and county with the same power reforms. Jining has launched 100 items which can be approved in seconds. Business start-up takes just one day. The rate of electronic transactions has reached 95 percent.

Jining has deepened reform of the industrial parks' mechanism, completed reform tasks such as "management committee + company", "two divestitures and two combinations" and "full employment", and set up a market-oriented operation company and an investment company.

Jining has completed reform of city and county institutions, and has promoted reform of State-owned enterprises. The city's cultural tourism and land development groups were established. The asset size of Jining Bank has exceeded 100 billion yuan.

The proportion of expenditure related to people's livelihoods reached 80 percent. Jining has done its best to stabilize employment and since 2018, 150,000 people have been newly employed and 2.09 billion yuan of start-up loans have been issued. Jining has completed the diversion of resigned employees from the Nansi Lake mining rights and the employment of fishermen. The city has implemented a three-year plan for pre-school education. Since 2018, renovation and expansion have been completed on 110 kindergartens and 151 primary and secondary schools.

Jining has basically completed the task of poverty alleviation under the provincial standard. It has invested 1 billion yuan in poverty alleviation funding. All 509 key poverty alleviation villages have been removed from the list.

Jining ranked fourth in the province with 91.37 points in the 2019 urban and rural residents' evaluation survey, the best ranking since 2008.
