The 360,000-metric-ton special paper project of Shandong Xianhua New Materials Technology Co Ltd, with a total investment of 3.6 billion yuan ($498 million), is a key provincial project. It will be constructed in three phases and have an annual output of 45,000 tons of high-end special paper. It will be the country's leading special paper production, research and development base.

Located in Daotian town, Shouguang, Weifang, Yingling Semiconductor New Materials (Weifang) Co Ltd is a typical innovative enterprise. Quartz products are essential to the manufacturing of chips. Previously, 12-inch quartz products were subject to a foreign technology blockade in terms of production process control, processing temperature, and processing accuracy, with several key technologies being monopolized by foreign companies, leading to some related products failing to meet domestic demand.

The company successfully developed the silicon-based 12-inch vertical furnace technology by transforming multiple key links of the equipment, filling the domestic technology gap as well. It has now reached cooperation agreements with major manufacturers such as BYD Semiconductor, Huawei HiSilicon, and Hikvision.

A collective groundbreaking ceremony for 20 major projects was held at the 2023 Shouguang High-quality Development Major Project Construction Promotion Meeting this year. With a total investment of 12.8 billion yuan, these 20 key projects, including 11 provincial and municipal key projects, are all high-tech, high-intelligence, and high-supporting projects closely following the new quality productive forces.
