It plans to improve financial support for college entrepreneurs and innovators by exploring new funding channels and introducing favorable financial policies.

The province also plans to support Inspur, Haier and other key enterprises to set up innovation and entrepreneurship centers and other incubators and platforms.

It aims to encourage the establishment of "entrepreneurial enclaves" in key cities and well-known universities. Entrepreneurship and innovation education is expected to be strengthened and urge colleges to devote more attention to these areas in their curriculums.

Shandong is increasing its support for angel investments and the Bank of China's Shandong and Qingdao branches to launch special loans to stabilize and expand employment, and initiate the establishment of venture capital enterprises.
