Promoting rapid growth of consumption

Measures, like enriching varieties of consumer goods, advancing the construction of places of business (including wholesale markets, shopping centers, convenience stores, restaurants, fitness rooms and cinemas), and improving the consumption environment (including improving the efficiency of logistics distribution and expanding free WiFi coverage in public areas), will be carried out in Qingdao to promote the city's rapid growth of consumption.

Expanding effective investment

Qingdao will expand its investment in infrastructure construction in 2019 and speed up its construction of the road network around Qingdao Jiaodong International Airport and the Weifang-Laixi High-speed Railway.

The city will also accelerate the construction of subway lines 1, 4 and 8. It is expected that by the end of 2019 construction of the first phase of subway line 2 will be completed and the building of line 6 will be started.

Deepening market-oriented reform

Qingdao will push forward the reform of State-owned enterprises, taxation and local finance, as well as the transformation of government functions. It is hoped that there will be five more new listed companies in the city in 2019.

Expanding opening-up at a higher level

To expand opening-up at a higher level, Qingdao will promote the construction of overseas economic and trade cooperation zones, develop the businesses of bonded display and sales, and direct sales of imported goods, build more duty-free import shops, apply for the building of the Qingdao area of the China (Shandong) Pilot Free Trade Zone, and try to hold successful events and activities (including the Global Health Forum of the Boao Forum for Asia).

Accelerating the building of an international marine city

The city will build itself into a city renowned for marine science and education, ocean industries, and international shipping based on its traditional advantages and by vigorously developing its marine economy and building globally first-class sea ports.

The construction of 100 major ocean projects and marine ranches will be accelerated, as well as the second-stage construction of the crude oil terminal at Dongjiakou Port and the automated container terminal at Qianwan Port.
