Golovnaya hydro power station, located in Khatlon province, Tajikistan, is the seventh cascade station of nine cascade hydro power plants in the Vakhsh River, with an installed capability of 240 mW and maximum dam height of 51.8 meters.
Built by the former Soviet Union in 1964, the station suffered from ageing and damage to many of its components, including its power units, parts of its electrical, gate and lifting equipment, and its civil engineering and monitoring facilities.

Chengdu Engineering Corporation Ltd and Sinohydro Bureau 16 Co, two subsidiaries of POWERCHINA, established a joint venture which won the bid for the technical improvement project of the station in 2016. It served as POWERCHINA's first technical renovation project for a hydro power plant in central Asia.
Tajikistan is one of the key Central Asian Belt and Road countries. The technical improvement project, slated to be finished in February 2021, involves the replacement of parts of power units and accessory equipment, the replacement of parts of the main transformers, the renovation of the bridge crane and metal structure, as well as the civil engineering of the tail water channel and concrete.
