Peng Qinghua, vice-chairman of the Standing Committee of the National People's Congress, led a team to South China's Guangdong province from April 16 to 20 to inspect work on strengthening the development of foreign-related rule of law to serve and safeguard the country's high-quality development and high-level opening-up, as well as the implementation of foreign-related laws and regulations.

Peng fully acknowledged the distinctive features, highlights and achievements in Guangdong's drive to strengthen the development of foreign-related rule of law, and expressed the hope that the Guangdong Provincial People's Congress and relevant departments would fully leverage the province's advantages of strategic location, policies and platform in expanding high-level opening-up.

He urged them to meticulously summarize practical experiences, conduct in-depth research on existing problems, effectively implement foreign-related laws, and make good use of local legislative powers to formulate and improve more targeted local regulations based on practical needs.

Efforts should be made to facilitate people-to-people exchanges between China and other countries and create a world-class, market-oriented business environment governed by a sound legal framework, so as to contribute to the building of a new system for a higher-level open economy, he added.

During their visit in Guangdong, the team traveled to the cities of Guangzhou, Shenzhen and Shantou to learn about their efforts in foreign services management as well as formulation and implementation of foreign-related regulations, while actively seeking opinions and suggestions.
