A team of the Constitution and Law Committee of the National People's Congress (NPC) visited the cities of Anyang and Luoyang in Central China’s Henan province from Sept 4 to 7, to learn about their efforts in carrying out education campaign on the history of the Communist Party of China (CPC) and protecting the Yellow River.
The team visited the Red Flag Canal, an irrigation canal built in difficult conditions in 1960s, and attended lectures on Party theories. They also learned about heritage preservation at the Sui-Tang Dynasties Grand Canal Cultural Museum, and the construction and functions of the Xiaolangdi Reservoir on the Yellow River.
The team stressed that making a new law on the protection of the Yellow River is a major strategic decision of the CPC Central Committee to advance ecological conservation and the high-quality development of the Yellow River basin.
Efforts are needed to translate policies and mechanisms already proved effective in the protection and governance of the river into provisions of the law, in order to provide a solid legal guarantee for the basin’s development, according to the team.
