Wang Xiankui, a member of the Standing Committee of the National People's Congress (NPC) and vice-chairman of the NPC's Agriculture and Rural Affairs Committee, gave a lecture on the law on black soil conservation in Harbin, capital of Northeast China's Heilongjiang province, on July 25.

Wang expounded on the necessity and importance of the law in ensuring the country's food security and ecological security. His lecture focused on five topics including avoiding the loss and degradation of black soil and respecting the laws of nature and science.

The meeting called for efforts to thoroughly enforce the law and adopt multiple and concerted measures to protect black soil, which is as precious as giant pandas. It also stressed initiatives to raise awareness of the law, improve local supporting laws and regulations, and give full play to the role of deputies to people's congresses in enforcing the law.
