Decision of the Standing Committee of the National People’s Congress on the Designation of the National Constitution Day

(Adopted at the 11th Meeting of the Standing Committee of the Twelfth National People's Congress on November 1, 2014)

The existing Constitution of the People's Republic of China was adopted on December 4, 1982 at the Fifth Session of the Fifth National People's Congress. It is a continuation and development of the first Constitution of the People's Republic of China formulated in 1954. The Constitution, as the fundamental law of the state and the general charter for governance of the country and national security and stability, enjoys the supreme legal status and has the highest legal authority and effect. Full implementation of the Constitution is a primary task and foundational work for the comprehensive advancement of law-based governance and the development of China into a socialist country under the rule of law. Chinese people of all ethnic groups, all state organs, armed forces, political parties and societies, as well as all enterprises and public institutions shall adhere to the Constitution as the fundamental code of conduct and have the duty to safeguard the sanctity of the Constitution and ensure its implementation. No organization or individual is above the Constitution and laws, and all acts in violation of the Constitution and laws must be investigated and dealt with. In order to enhance public awareness of the Constitution, promote the spirit of the Constitution, strengthen the implementation of the Constitution, and comprehensively advance law-based governance, it is decided as follows at the 11th Meeting of the Standing Committee of the Twelfth National People's Congress:

The Fourth of December shall be designated as the National Constitution Day. The state shall carry out activities in various forms for the purposes of publicity and education regarding the Constitution.
