Dawukou district in Shizuishan, Ningxia Hui autonomous region, has been optimizing the allocation of its basic education resources in recent years while building a more innovative system for maximizing the benefits of its educational offerings to help promote high quality and balanced regional education.
Guided by the "Planning for Optimizing the Basic Education Layout in Dawukou District (2025-30)", the district has formulated four supporting plans, namely student arrangement, effective teacher deployment, guaranteeing school buses, and the proper disposal of idle school buildings.
One prime example is how the district government has purchased 13 professional school buses and established 16 village-level pick-up and drop-off points to provide free transportation for rural students to and from school.

To stabilize the ranks of teachers in the wake of transfers to other destinations, the government has coordinated and provided supportive housing, established a three-year transition period for professional title evaluation and appointment, and maintained preferential policies for rural teachers, ensuring educators can teach without having to be concerned about such issues.
For those school buildings left vacant after the layout adjustments have been made, the area will be transformed and utilized according to local conditions. They will be built as public service platforms such as village collective economic development venues, off-campus mental health counseling stations for minors, and spaces for mass cultural activities.
