As the main battlefield to reduce poverty in Ningxia, Guyuan is home to 57 percent of the region's impoverished villages and 49 percent of the poverty-stricken population, said Xian.
Guyuan will consolidate the fruits of poverty elimination, focusing on industries, employment, and social integration, and resolutely guard the bottom line of no large-scale re-poverty.
He said Guyuan will concentrate on talent revitalization and take industrial technology innovation as the key to attracting more outstanding talents to return home and start their businesses.
Xian said Guyuan will make efforts on the "cultural infiltration" and "ecological empowerment" to achieve rural revitalization, making the city a model place to meet the ideological and cultural needs of the masses in the new era, and a model place for the construction of rural spiritual civilization.
