Tongzhou district in Nantong, Jiangsu province, has been concentrating on fostering new productivity by ramping up efforts to attract and retain doctoral talent.

The district has continually upgraded its policies for doctoral professionals, introducing the new talent policy and detailed guidelines for comprehensive subsidies.

To empower companies to play a leading role in attracting talent, Tongzhou offers salary subsidies for companies that hire full-time doctoral professionals with a pre-tax annual salary of at least 300,000 yuan ($41,527). This subsidy is provided annually for three years, helping to reduce the cost of employing top talent.

These multifaceted and diversified policies have attracted numerous doctoral talents, who have brought their entrepreneurship teams, technologies, and projects to Tongzhou.

An example is Zhao Huiyu, chairman of Jiangsu Bangtech Environmental Technology Co Ltd in Tongzhou, who holds a doctorate in polymer chemistry from the Chinese Academy of Sciences.

To address the core technology of water treatment membrane materials, Zhao has actively recruited top talent and experts from both domestic and international arenas. Today, his company boasts a core research and development team with eight full-time doctoral researchers and nearly 30 master's degree holders. Their products have reached international advanced levels, and last year, the company achieved sales of 76.3 million yuan.
