A national AAAA-level tourist attraction, Jianghuai Cultural Park was developed by the people's government of Hai'an and Hai'an Suzhong Botanical Garden Development Co Ltd as a cultural landscape project based on the history of the Yangtze-Huaihe regions. The project, which has already been developing for 12 years with an investment of 400 million yuan ($ 58.59 million), plans to invest 500 million yuan over the next ten years. Its first phase is now open.  

Hai'an is where the cultures of the Yangtze River and the Huaihe River blend together. The discovery of the Qingdun Ruins in Hai'an caused a great sensation in the archaeological community, revealing as it did something of Hai'an’s 3000 year history. Qingdun Culture is now recognized as the origin of Jianghuai Culture, an important development in Chinese culture.
