On Oct 29, the Ministry of Justice released the second batch of exemplary cases from its special campaign to regulate administrative law enforcement involving enterprises and improve public services, which included a case from Xinghua, Jiangsu province.
The case involves Xinghua's efforts to upgrade its shared laboratory to support the high-quality development of the food industry.
The health food industry is an important part of Xinghua's economy. The city is currently home to 743 food production enterprises, including 619 small and micro food production enterprises.

Since 2024, the city has been a leader in building a shared laboratory for small and micro food production enterprises in the province, solving problems such as a lack of inspection personnel, inspection equipment, and inspection funds for these SMEs.
Multiple measures have also been taken by Xinghua to upgrade these laboratories, including the establishment of training bases and technical service points for shared laboratories.
As of August this year, 12 shared laboratories in the city have issued more than 8,000 inspection reports, discovered and disposed of 74 batches of unqualified food, and saved more than 10 million yuan ($1.4 million) in food inspection costs for SMEs in the city.
