Xinghua city in East China's Jiangsu province has accelerated systematic reform of the approval process for industrial projects, reducing the average approval time for local industrial projects by more than 60 percent.
The city has established an innovative "standard time" system, breaking down the entire process from land use to construction into six major links and 14 key nodes. Through systematic operation, responsible parties and completion deadlines are clarified, achieving seamless integration of cross-departmental processes.
From January to August this year, all 26 of the city's major projects were included in the management of the "standard time" system, and their procedures were completed on schedule.
To eliminate duplicate review processes for land supply and approval, Xinghua has implemented a synchronous acceptance and parallel review system, while less important materials may be submitted later.
The enterprise service experience has also been optimized. A dedicated service window has been upgraded, integrating multiple departmental services such as natural resources, housing and construction, and taxation, to reduce the frequency of people running around different service windows.
Statistics showed that the Xinghua bureau of natural resources and planning has completed the processing of engineering planning permits for 49 industrial projects since the beginning of this year, accelerating the pace of local industrial projects.
