Xinghua city in East China's Jiangsu province has launched a land waiting project mechanism, which plans and collects usable land in advance – so that a land listing can be carried out as soon as a project starts.
In the Xinghua Economic Development Zone, a special vehicle manufacturing plant operated by Poly Orica (Jiangsu) Mining Machinery Co Ltd, is a prime case benefiting from the initiative.

From the signing of the land transfer contract in November last year to the groundbreaking on Jan 15, the plant has now had over half of its civil engineering work completed.
Faced with limited land use indicators, the city's bureau of natural resources and planning has collated the available land plots in the development plan and urged related towns or industrial parks to allocate them a year in advance – thereby making land available for new projects.
At present, the usable land in the development plan covers the Xinghua EDZ, the Xinghua High-tech Zone, the Anfeng Industrial Park, the Chenbao-Zhouzhuang Industrial Park, Daduo-Diduo Industrial Park, Daiyao town and Changrong town – covering a combined area of 3,182 mu (212.13 hectares).
From January to May, Xinghua broke ground on 16 major projects worth over 500 million yuan ($68.91 million) each, all benefiting from the land waiting project system.
