The Jiangyan district of Taizhou city – located in East China's Jiangsu province – has in recent years been deepening reforms of its workforce, yielding great benefits.

It's been doing so by establishing alliances to involve various district departments and key enterprises in order to train skilled workers, raise workers' awareness of safety – as well as push forwards with the integration of industrial development and workers' know-how.

Currently, Jiangyan district has in place 101 pilot enterprises carrying out these reforms, that are widely said to be bringing more benefits to more enterprises and employees.

For example, the introduction of the "employees' proposals" program is an innovation at manufacturer Jiangsu Pacific Precision Forging Co Ltd – based in the Jiangyan Economic Development Zone in Taizhou city – that is part of the raft of reforms.

Under it, the company is encouraging its employees to get involved in various ideas for change by putting forward their proposals.

Many great ideas from staff members have been realized in the process. Moreover, the company has drafted five national standards, four industrial standards and received 191 authorized patents.

To date, the suggestions are said to have boosted the collective know-how of all staff members – helping to reduce energy consumption, save costs and improve overall efficiency. This in turn is projected to save more than 10 million yuan ($1.44 million) annually for the company.

So far, Jiangyan district has set up four craftsman colleges and teaching schools. It has also established six demonstration industrial skills training bases and trained up 3,960 high-skilled talent and 399 technicians.

Over the past five years, the district has secured 18 invention patents, as well as won provincial and municipal awards for the scientific and technological innovation achievements of its employees.
