Hailing district of Taizhou city, located in East China's Jiangsu province, is boosting its funding guarantee mechanism, a process it's begun in recent years, for the high-quality and balanced development of compulsory education.
Moreover, the district has increased its investment in compulsory education funds. As a result, the average proportion of education expenditure to the general public budget expenditure from 2021 to 2023 reached 17.7 percent, ranking it first among all expenditures.
To guarantee a sound funding mechanism for compulsory education, over the past three years, Hailing has funded 6,815 impoverished students in primary and secondary schools in the region, with a combined subsidy outlay of 4.07 million yuan ($561,811).
This initiative endeavors to ensure educational policies are fair and can benefit every student.
During the 14th Five-Year Plan (2021-25), the district plans to invest 3.48 billion yuan in building or upgrading primary and secondary schools and kindergartens, including 16 newly built or upgraded primary and secondary schools, in a bid to expand the supply of quality educational resources.
In addition, dedicated efforts have been made to support the establishment of a compulsory education teacher team. From 2021 to 2023, Hailing invested 2.05 billion yuan for education system personnel, with the total spend on compulsory education personnel reaching 1.72 billion yuan.
