Eyeing the opportunities presented by emerging industries and conforming to the general trends outlined in China's national strategy, Hailing district in Taizhou city, East China's Jiangsu, has been realizing a future-oriented industrial layout, with the strategy of building three cities.
Solar City
With the goal in mind of ultimately realizing carbon neutrality, Hailing has rallied the power of the whole district to seize this opportunity by building a glittering solar city, which highlights the order of "manufacturing + application + platform". This project ensures that photovoltaic power is widely used and enjoyed by every household and resident, so as to create the maximum economic, social and ecological benefits while laying a solid foundation for building a zero-carbon city.
By 2023, the goal of establishing a "1234" Solar City will have been achieved. This means the capacity of photovoltaic (PV) panels and modules will exceed 10GW and 20GW, respectively, while the installed capacity of PV power generation will reach 300MW, and the value of the entire PV industry chain will hit 40 billion yuan ($5.75 billion). Through this project, we are endeavoring to build Hailing into a model city with "historical inheritance, creative power, organic layout, zero-carbon operations and vigorous life".
Information City
Hailing district has formulated a plan to build an "Information City" with this industry foregrounded and an industrial blueprint outlined so it can gather together its competitive advantages while seizing the historical opportunity to fully integrate the Yangtze River Economic Belt and the Yangtze River Delta.
City of Information Industry: promote the agglomeration and development of the information industry, construct an ecological circle based around the information industry, and strive to achieve the "351" development goal within three years: attract 30 key projects in the information industry, create five information carriers above the provincial level, and ensure the cumulative scale of the information industry and supporting facilities reaches 10 billion yuan.
Forefront of urban informatization: expand the application of new technologies in the IT industry by promoting information technologies such as the internet and big data in the areas of agriculture, manufacturing and service; enhance service informatization and upgrading by more than 80 percent; and improve the city's information infrastructure, in a bid to set up a "Hailing model" of urban informationization.
City of Science and Technology Innovation
Focused on new energy, new materials, advanced equipment manufacturing, and a new generation of information technology, the City of Science and Technology Innovation possesses the four functions of "accelerated incubation, technological achievement application, industry demonstration base and IT service integration".
Hailing is powering ahead with its dense integration of resources and growing number of enterprises as it speeds up the layout of high-level scientific and technological innovation platforms and builds a multi-level development, transformation and industrial system.
Hailing is also following a coordinated development pattern of "one core, one corridor, one district with several points". Specifically, the Science and Innovation Center stands as a landmark with a core functional area of 100,000 square meters; the East Ring Viaduct serves as the axis for the "science and innovation corridor" covering 5 square kilometers; the New Energy Industrial Park functions as the core part of a project to create a provincial high-tech industrial development zone; and other towns, streets and parks play supporting poles in building a science and innovation chain of "entrepreneurial nursery-incubator-accelerator" and realizing the free flow of talents, projects, platforms and other innovative resources.
By 2023, Hailing will have gathered over 300 high-tech enterprises, 10 scientific innovation carriers, cover a total area of 500,000 square meters, and see annual tax revenue of more than 400 million yuan.
