Hohhot's five-year urban upgrade pays off
During the 14th Five-Year Plan (2021-25), Hohhot invested 8.71 billion yuan ($1.3 billion) to renovate 1,534 old residential compounds, benefiting 259,700 households.
The city also completed three national pilot projects to improve neighborhood facilities and services, with Babei Community in Huimin district receiving recognition from the Ministry of Housing and Urban-Rural Development. All 3,711 residential communities now have property management services. Hohhot also renovated historic shopping streets and repurposed former industrial sites.
Municipal infrastructure was improved. The Datang Tuodian long-distance heating pipeline raised the urban cogeneration heating share from 48 percent to 88 percent, adding over 60 million square meters of capacity, while heating complaints fell 69 percent during the 2024–2025 winter heating season.
Hohhot secured 2.1 billion yuan in national clean-heating funding and replaced 516 kilometers of aging gas pipelines, eliminating cast-iron pipes. Wastewater treatment capacity rose from 520,000 to 665,000 metric tons per day, and reclaimed water use rose from 31.04 percent to 50.16 percent.
Four housing fairs generated 1.03 million square meters and 11.96 billion yuan in transactions. The housing provident fund collected 50.98 billion yuan and issued 23.46 billion yuan in loans. Two special-grade and 47 first-grade construction contractors were added.
A multi-tier housing security system was established: 19,400 subsidized rental units, with over 90 percent occupancy in the central city; the 2,300-unit Youth Community sale-type affordable housing project; public rental housing for 21,800 households via physical allocation and 21,100 via rental subsidies; and rural housing safety improvements for 7,300 households, including 4,400 dilapidated-home renovations.
