Hohhot's Saihan district sprints toward 'industrial powerhouse' status
Saihan district is building an advanced manufacturing cluster system, and strengthening pillar clusters such as petrochemicals, photovoltaics and new materials while cultivating emerging ones like the low-altitude economy, commercial aerospace and Beidou applications.
The district is also unlocking development space through land reforms: optimizing the supply of industrial land, vitalizing idle plots and underused factory buildings, and offering incentives such as waived land-use fees and higher permitted floor-area ratios to ease the burden on enterprises.
Backed by key platforms, the district helps enterprises tackle core technological challenges and upgrade production processes.
Drawing on its concentration of universities, it is building bridges between enterprises and universities and research institutes, accelerating pilot-testing platforms, and commercializing more research results locally. It is also deepening the integration of the digital and physical economies.
Physical infrastructure in Saihan's industrial parks is being upgraded in parallel, with standardized factory space and worker amenities improving to lower entry and operating costs for enterprises.
