Hohhot's rule of law boosts business environment upgrading
Since the beginning of this year, Hohhot has strengthened legal and regulatory support for its business environment, helping drive high-quality development in the capital of Inner Mongolia.
The city has integrated into the Beijing-Tianjin-Hebei region for government services, launching remote video processing channels that enable inter-regional processing of 264 high-frequency items, including business license replacement.
At the Saihan district government service center, 12 specialized windows have been consolidated into seven non-discriminatory comprehensive acceptance windows. A total of 1,293 items from 22 departments have been centralized, with unified standards formulated and seven rounds of cross-departmental training conducted.
Hohhot has compiled 25.22 million pieces of credit information, creating a fully shared and searchable credit database. Financial services such as credit-based loans and tax-linked lending have helped connect banks with businesses, easing financing difficulties and lowering borrowing costs for small and medium-sized enterprises.
Hohhot has strengthened business integrity through public awareness campaigns and stricter enforcement. Authorities exposed 47 typical cases of dishonest conduct and imposed legal restrictions on offending entities in areas such as market access and financing.
In 2025, the case completion rate increased from 68 percent at the beginning of the year to 76.9 percent. A cross-regional judicial cooperation mechanism has been established to enhance collaborative regional intellectual property (IP) protection.
In 2025, judicial authorities accepted 1,314 IP cases, with five cases selected among the national court's top 50 typical IP cases.
