Hechi authorized to perform local legislative power

The 20th session of the 12th Guangxi Zhuang autonomous regional Standing Committee of the National People's Congress concluded in Nanning, capital of Guangxi, on Dec 10.

The session voted through authorization of Hechi and another six cities in the region, namely Guigang, Baise, Fangchenggang, Hezhou, Laibin and Chongzuo, to exercise local legislative powers in fields such as urban and rural construction and management, environmental protection and historical and cultural protection as of the first day of 2016.

At that time, all the 14 cities with districts in Guangxi will be entitled to exercise local legislative authority, which is of great significance in Guangxi's and the cities' legal construction and the process of government work.

The local legislative power used to be a "patent" of provinces, autonomous regions, municipalities directly under the central government and few major cities. Only 49 cities with districts out of 284 had the power before the amendment of the Legislative Law. In March, all the 284 cities nationwide were given legislative authority to take actions to solve local problems and Guangxi started the preparation work of authorizing local cities with the legislative power in June.
