The Luocheng Mulam autonomous county has implemented 259 projects for the development of ethnic groups in the last four years. The efforts have since benefitted approximately 170,400 ethnic people.

Luocheng is the only Mulam autonomous county in China. A total of 11 ethnic groups live in Luocheng, such as the Mulam, Zhuang, Miao, Yao and Dong ethnic minorities. The population of ethnic group people in Luocheng amounts to 68 percent of its whole population and the number of Mulam people makes up 33.16 percent of the total population. In 2011, Luocheng was included into the "12th Five-Year Plan (2011-15)" and started to be supported by the central government as a small population ethnic group.

To guarantee the smooth implementation of the projects, Luocheng's Party committee and county government established a commanding department to organize and coordinate the projects. By the end of 2014, Luocheng had put 88.77 million yuan ($14.29 million) into the 259 projects, covering 57 Mulam villages in fields such as transportation, education, irrigation and water conservancy, drinking water, culture and planting, and the cultivation industry.
