Donglan invests 200m yuan in health and medical care

Last year, Donglan county in Hechi, Guangxi, spent an accumulative total of 200 million yuan ($31.98 million) on medical treatment and public health, amounting to 11 percent of the public financial budget; it accounted for an increase of 38.11 million yuan compared to 2013. The increase in financial investment provided funding support for Donglan’s medical and health system reform.

The governmental subsidy of both the new rural cooperative medical system and basic medical insurance of urban residents in Donglan increased from 280 yuan in 2013, to 320 yuan in 2014.

The per-capita financing standards (the total cost per head) of the new rural cooperative medical system and medical insurance of urban residents increased to 390 yuan and 380 yuan respectively, meaning that residents were required to pay around 60-70 yuan after the subsidy.

Donglan distributed a total of 101.57 million yuan of public subsidies to new rural cooperatives, benefitting 261,000 rural residents; and 5.67 million yuan to 16,631 urban residents as medical insurance.

In order to improve the medical assistance system, Donglan set aside 11.43 million yuan as a medical assistance fund in 2014 and amalgamated the medical assistance system with the new rural cooperative medical system and medical insurance system for urban residents.

Donglan also invested 7.64 million yuan in essential public health services and carried out a comprehensive of 43 types of free basic public health services in 11 categories, which effectively improved the physical constitution, disease control and prevention capability of local residents.
