Located at Qilong Square, the new government affairs service center of Kaiyang county in Guiyang, the capital of Southwest China's Guizhou province, opened to the public on Feb 1.

More than 1,200 people handled affairs at the center on its opening day.

The new center covers 8,300 square meters, with 156 service windows, 46 offices, one meeting room, two archive rooms and three judicial notarization rooms.

It is equipped with five consultation service areas, five self-service areas and eight rest and waiting areas, as well as an office area, a rural property rights trading area and a 24-hour self-service area.

Kaiyang county has invested more than 40 million yuan ($6.19 million) to ensure the facility is a first-class government service center in the province, according to Yang Guangfu, director of the government service center.

The facility applies modern equipment to strengthen staff members' daily management, which improves the service level for residents.

Officials said 45 departments have settled at the new center, 15 more than the former center, and more than 1,700 affairs can be handled at the center, compared with 500 at the old facility. Residents can handle all government affairs in the county there.

In the future, the county will cooperate with network technology service companies to gradually promote the construction of a smart government affairs program, to offer intelligent and 24-hour services to the public.
