Kaiyang promises '10 good deeds' for residents in 2021

Kaiyang county in Guiyang, the capital city of Southwest China's Guizhou province, has promised to fulfill "10 good deeds" for its people in 2021, according to an announcement on Jan 19.

The 10 good deeds cover areas including education, living, transport and culture.

In terms of cultural education, the county will build or renovate five primary and secondary schools and kindergartens, develop a municipal-level demonstration kindergarten, hire 60 teachers and upgrade 10 cultural facilities.

The county will also add 2,000 video surveillance probes to improve public safety.

The county will launch the overall relocation project of the hospital of traditional Chinese and Western medicine as part of its healthcare improvement plan. It will also build three public health service centers for chronic disease management, elderly rehabilitation and children's dental care.

Kaiyang plans to offer job opportunities to 5,230 people, provide professional training for 3,300 people, issue entrepreneurship loans of 15 million yuan ($2.31 million) and provide support to 100 people as part of its bid to improve social security, employment numbers and entrepreneurship. The county will also build two daytime care centers for the elderly and cultivate 3,000 market entities.

In terms of rural infrastructure construction, the county will develop 32,100 mu (2,140 hectares) of high-standard farmland, two model bazi (partial plain in mountainous or hilly areas) and 14,100 cubic meters of cold storage.

In terms of urban and rural planning and construction, seven old communities will be reconstructed, 400 new 5G signal base stations will be built and authorities will upgrade two water supply facilities.

The district will add 1,200 new public parking spaces to advance strong urban management, and authorities will upgrade urban infrastructures such as street lights, blind paths, pipe networks and public toilets.

The county will build an urban central park, repair 3,000 mu of disaster-damaged farmland infrastructure and transform 49,800 mu of farmland into forested areas as part of its environmental improvement plan.

Kaiyang also plans to improve its transportation network by upgrading several roads and adding 15 taxis.

In terms of social welfare, Kaiyang will complete the relocation of its government service center, build a provincial-level small workshop centralized production demonstration zone, construct 200 public rental houses and provide legal assistance, among other measures.
