On September 4, 2014, during the review of the feasibility study report for the new Beijing airport by the Standing Committee of the CPC Central Political Bureau, President Xi Jinping proposed the need to develop the surrounding airport industries, promote the coordinated development of the Beijing-Tianjin-Hebei region, achieve a reasonable division of labor and resource allocation, and coordinate with the development of the surrounding areas.
In order to thoroughly implement this instruction and the strategy of coordinated development of the Beijing-Tianjin-Hebei region, and fully leverage the radiating role of the large international aviation hub, the Daxing International Airport Economic Zone has emerged.
The airport economic zone in Daxing is the only national-level demonstration zone for airport economy that spans across provincial-level administrative divisions in China.
It is located in the core area of the comprehensive innovation and reform pilot zone of the Beijing-Tianjin-Hebei region, at the center of the golden triangle formed by Beijing, Tianjin, and Xiong'an New Area.
It is approximately 45 kilometers from downtown Beijing, 80 kilometers from downtown Tianjin, and about 55 kilometers from Xiong'an New Area.
Within a radius of 100 kilometers, there are numerous national-level innovation demonstration zones, economic and technological development zones, and high-tech development zones such as Zhongguancun, Yizhuang, Tianjin, and Langfang, where high-quality resources are abundant and activities are frequent.
The airport economic zone in Daxing covers an area of approximately 150 square kilometers, spanning across Beijing and Hebei.
The Beijing part of the airport economic zone, known as the Daxing area, is planned to cover an area of 50 square kilometers, while the Hebei part, known as the Langfang area, is planned to cover 100 square kilometers.
In alignment with the functional layout of Daxing Airport, the airport economic zone is planned to include three functional zones: the service support zone, the aviation logistics zone, and the technology innovation zone.
The overall control area covers an area of approximately 1,028 square kilometers, including five towns in Yufa, Lixian, Anding, Weishanzhuang, and Panggezhuang in the Daxing district of Beijing, as well as Wanzhuang and Jiuzhou towns in the Guangyang district of Langfang city, and Guanjiawu and Caojiawu townships in Yongqing county, and Gu'an town in Gu'an county.
In October 2019, Beijing and Hebei jointly issued a notice to establish the Joint Leadership Group for the Beijing-Tianjin-Hebei Collaborative Work on the Beijing Daxing International Airport Economic Zone and related matters. This led to the formation of the Joint Leadership Group and the Preparatory Office for the Joint Management Committee.
The Joint Leadership Group consists of 35 member units from Beijing and Hebei. The first and second plenary meetings were held in November 2019 and June 2020, respectively, to comprehensively deploy key work in the airport economic zone and make decisions on major issues related to mechanism, innovation, and collaboration.
In September 2019, the Beijing Daxing International Airport Economic Zone (Daxing) Management Committee and the Beijing Daxing International Airport Economic Zone (Langfang) Management Committee were established respectively in Beijing and Hebei.
Under the guidance of the Joint Leadership Group for Beijing-Tianjin-Hebei Collaborative Work, these committees were responsible for the development, construction, management, and economic functions within their respective areas. Both committees adopted a "single team, dual brands" approach to facilitate the coordinated development of the airport economic zone and the free trade zone. The Beijing Daxing International Airport Economic Zone (Langfang) Management Committee was also affiliated with the China (Hebei) Pilot Free Trade Zone Daxing International Airport Area (Langfang) Management Committee, while the Beijing Daxing International Airport Economic Zone (Beijing) Management Committee was affiliated with the China (Hebei) Pilot Free Trade Zone Daxing International Airport Area (Beijing Daxing) Management Committee.
In October 2020, the General Office of the Central Organization Establishment Committee approved the establishment of the Joint Management Committee for the Beijing Daxing International Airport Economic Zone.
This committee, appointed jointly by the Beijing Municipal Government and the Hebei Provincial Government, is responsible for coordinating development plans, reform initiatives, land and spatial planning, overall control of the zone's development, cross-regional infrastructure construction, and resolving major issues within the airport economic zone.
In December 2021, the joint management committee was established and began operations, taking on the responsibilities of the Joint Leadership Group Office and coordinating tasks related to the coordinated development of the Beijing and Hebei parts of the Daxing Airport Economic Zone.
The Comprehensive Bonded Zone Management Department of the Joint Management Committee operates under the name of the Beijing Daxing International Airport Comprehensive Bonded Zone Management Committee, facilitating optimized allocation of personnel, resources, and elements.
