Location and Planning Scope
The Beijing Daxing International Airport and the Airport Economic Zone are situated in the heart of the Beijing-Tianjin-Hebei region, lying among downtown Beijing, the capital city’s sub-center of Tongzhou district and the Xiong'an New Area in Hebei. It also lies on the extension line of the southern axis of Beijing.
Approximately 45 kilometers from downtown Beijing, 55 kilometers from the sub-center, and 65 kilometers from the Xiong'an New Area, the zone covers an area of around 150 square kilometers, with approximately 50 square kilometers of land within Beijing's jurisdiction. This includes the towns of Lixian and Yufa in Daxing district, with Lixian covering an area of about 24 square kilometers and Yufa covering an area of about 26 square kilometers.
Spatial Layout
The spatial structure of "two areas, three cores, and multiple clusters" is designed with comprehensive consideration of the airport’s take-off and landing area, noise zone, as well as constraints such as railways, highways, and high-voltage corridors.
It emphasizes the concept of ecological development and guides the orderly development of the airport economic zone into clusters.
1. Two areas: The Lixian area in the east and the Yufa area in the west
Reasonably avoiding the airport take-off and landing area, noise zone, and high-voltage corridors, the zone is divided by railways, highways, etc., with two concentrated construction areas planned for towns. The Lixian area covers approximately 24 square kilometers, while the Yufa area covers approximately 26 square kilometers.
2. Three cores: The central landscape core, the core of the Lixian area, and the core of the Yufa area
The central landscape core is located between the Lixian area and the Yufa area, at the far end of the airport's north-south runway, mainly composed of ecological space (involving some villages). It serves as an important ecological buffer zone and landscape recreation area between the east and west areas.
The core of the Lixian area is located around the intercity link Lixian station, with a large green space.
The core of the Yufa area is located around the Yongxing River landscape node, near the suburban station along the Beijing-Kowloon railway.
These core areas focus on creating a good ecological environment, leveraging convenient transportation conditions, and gradually gathering high-end industrial functions.
3. Multiple clusters: 15 functional clusters (blocks)
Based on natural boundaries, major roads, administrative boundaries, and dominant functions, 15 functional clusters (blocks) are formed, with each block covering an area of approximately two to four square kilometers. Among them, there are seven clusters (blocks) in the Lixian area and eight clusters (blocks) in the Yufa area.
Enhancing a People-centered and Equitable High-quality Public Service System
1. Basic education
Ensuring the prioritized development of basic education and comprehensive enhancement of allocation standards. Meeting diverse educational needs by introducing high-quality educational resources and encouraging and guiding the establishment of international schools to attract high-quality talent.
2. Healthcare services and public health
Actively acquiring high-quality medical resources from the central urban area, and encouraging and guiding the entry of international medical institutions. This will improve the level of medical and health services, creating a medical and health service system that aligns with the economic and social development level of the airport economic zone and addresses the health needs of residents.
Optimizing the spatial layout of medical facilities and promoting the efficient and intensive use of medical and care spaces by encouraging the proximity setting and shared construction of medical facilities, public welfare facilities, and elderly care facilities.
The establishment of a medical service facility system will focus on regional medical centers (comprehensive hospitals) and community health service centers as the main components, supplemented by specialty hospitals.
3. Elderly Care, Disability Support, and Social Welfare
Following the "9064" model (90 percent home-based care, 6 percent community care, 4 percent institutional care), the Airport Economic Zone aims to establish a comprehensive elderly care service system that prioritizes home care, relies on community support, and is supplemented by institutional resources.
The focus is on developing integrated medical care facilities to facilitate the seamless integration of medical and elderly care resources. Embracing the principle of holistic care for the elderly, disabled, and children, our plan centers around the development of elderly care facilities while also addressing the specific rehabilitation needs of disabled individuals and disadvantaged children, and providing the necessary infrastructure.
The Airport Economic Zone advocates for the collaborative construction and shared use of elderly care facilities with public welfare facilities.
4. Public Culture
The Airport Economic Zone is committed to improving the availability and quality of public cultural facilities, optimizing their layout, and establishing a three-tier public cultural service system at the district/new town level, street/town level, and community level.
It will enhance the connectivity between public cultural facilities and open spaces, and in partnership with the central green spaces in Lixian and the belt-shaped green spaces in Yufa, it will promote the development of high-quality facilities at the district/new town level, creating regional public cultural hubs.
Additionally, the Airport Economic Zone will focus on enhancing the construction of street/town-level and community-level facilities, with a particular emphasis on the balanced distribution of cultural service centers within neighborhoods.
5. Public Sports
The Airport Economic Zone is committed to establishing a comprehensive public fitness service system, offering a variety of sports facilities. Its focus is on developing a three-tier public sports service system at the district/new town level, street/town level, and community level.
The zone will prioritize enhancing the connection between public sports facilities and open spaces, and working in collaboration with the central green spaces in Lixian and the belt-shaped green spaces in Yufa to develop high-quality facilities at the district/new town level, forming regional public sports service hubs.
Additionally, it will reinforce the construction of facilities at the street/town and community levels, promoting national fitness activities and ensuring a balanced distribution of sports centers within neighborhoods, while also enhancing the role of green spaces for sports and fitness activities.
6. Modern Logistics
The Airport Economic Zone will enhance the postal service system, optimize facility layout, and encourage balanced community center layouts within neighborhoods, promoting collaborative construction and shared facility usage.
It will ensure the equitable distribution of end-of-line logistics facilities and advocate for the joint construction and shared use of logistics and postal service facilities. This will facilitate the efficient use of land resources and minimize the impact of freight transportation on the city.
7. Law Enforcement and Safety
The Airport Economic Zone is committed to strengthening the foundation of law enforcement infrastructure, optimizing facility layout, and promoting collaborative construction and shared usage of facilities, with a special emphasis on ensuring balanced community center layouts within neighborhoods.
8. Lifestyle and Service Industry
The goal is to elevate the quality of lifestyle services and improve the planning and arrangement of commercial facilities. The Airport Economic Zone will establish a comprehensive four-tier commercial facility system at the regional, district, street/town, and community levels.
The regional-level center will capitalize on the development of the Beijing Daxing International Airport, focusing on tourism, leisure, and commercial trade to cater to both domestic and international consumers in the Beijing-Tianjin-Hebei region.
The district-level center will primarily concentrate on shopping and leisure, serving the new town and surrounding towns and villages.
The Airport Economic Zone will prioritize enhancing the level of lifestyle services at the street/town and community levels to meet daily life needs, with a particular focus on lifestyle services.
Establishing a Multi-tiered, Interconnected, and High-quality Green Space System
The Airport Economic Zone will honor and protect the existing ecological resources and strictly adhere to the ecological safety guidelines.
This involves designating ecological control lines and systematically safeguarding and rehabilitating mountains, waters, forests, farmlands, lakes, and grasslands as an interconnected ecosystem.
The zone will create large-scale ecological spaces and expansive green areas both within and outside the airport economic zone, fostering a green ecological landscape that thrives on greenery and depends on forests and water.
1. Develop a "four-corridor surrounding, two-belt connecting, one-heart multi-point" ecological spatial structure
This will be supported by four regional ecological corridors and the northern part of the airport economic zone, along with extensive ecological landscape spaces between the eastern and western areas. These will be linked through river systems, road corridors, urban greenways, and other green belts.
2. Establish a multi-tiered composite green space system to ensure the ample scale of green space in the airport economic zone
This will involve organically connecting central parks, community parks, and pocket parks through linear spaces such as transportation green corridors and river green corridors, forming a multi-tiered composite green space system.
Moreover, priority will be given to using local species for landscape greening, and when non-local species are utilized, their adaptability to the local climate and soil conditions will be carefully considered.
Facilitating Overall Openness and Nurturing a Diverse, Interconnected City of Communication
1. Pioneering the establishment of an international communication platform
The Airport Economic Zone will harness the airport's strategic location and the benefits of policies like the free trade zone to support the national agenda of openness, and develop a top-notch infrastructure to facilitate international communication services.
It will emphasize the development of international conference and exhibition facilities in the Lixian area, and promote activities such as external communication, cultural exhibitions, and technology exchanges from the central urban area.
The zone will utilize the wildlife park to foster the tourism and leisure industry, with a focus on elevating the standard of international service and influence.
2. Allocating space for communication functions
Areas along the central axis and its extensions for the construction of national and municipal public cultural facilities will be strategically reserved, while potential venues will be created for hosting major events.
