The Daxing Airport Comprehensive Bonded Zone was approved by the State Council on Nov 5, 2020. It is currently the only comprehensive bonded zone that spans across provincial-level administrative divisions in the country.

It serves as a frontier for implementing the coordinated development strategy of the Beijing-Tianjin-Hebei region, spanning Daxing in Beijing and Langfang in Hebei province, with a planned area of 4.35 square kilometers.

This includes a port area of 0.83 square kilometers and a bonded area of 3.52 square kilometers (approximately 1.76 square kilometers each in Daxing and Langfang).

On Dec 20, 2021, its first phase was accepted, with an area of approximately 1.9 square kilometers, involving land areas of about 0.95 square kilometers in Daxing district and Langfang city. It started operation on April 25, 2022.

The comprehensive bonded zone is positioned as the resource allocation center connecting Northeast Asia with the rest of the world, a demonstration area for high-quality development of national airport-based comprehensive bonded zones, a leading area for the construction of the Beijing-Tianjin-Hebei Free Trade Port, and the core engine for the development of the air economic zone.

It is mainly composed of five centers: the bonded R&D center, international logistics distribution center, high-end consumer goods sales and service center, high-precision intelligent manufacturing center, and high value-added testing and maintenance center.

The focus is on international trade and supply chain management, aviation industry, medical health and new-generation information technology, as well as new formats such as cross-border e-commerce, bonded R&D and service outsourcing.

In terms of institutional mechanisms, the Daxing Airport Comprehensive Bonded Zone is required to strengthen organizational leadership and establish a unified and efficient management system, as per the State Council's approval.

In line with this, Beijing and Hebei issued a document on Oct 29, 2021, outlining the establishment of a joint management committee responsible for organizing and promoting the construction and operation management of the comprehensive bonded zone.

Additionally, a comprehensive bonded zone management department has been set up under the name of the Daxing Airport Comprehensive Bonded Zone Management Committee.

This is accompanied by the establishment of a "management committee + platform companies" management model, aimed at promoting regional development, investment and financing, industrial promotion, resource integration and urban operation functions of the companies.

The goal is to efficiently manage the comprehensive bonded zone through a government procurement service model.

The Daxing Airport Air Economic Zone Joint Management Committee is working to optimize and enhance the management system. Operating under the "small management committee + large companies" framework, it aims to streamline the relationship between the management committee and the platform companies.

The committee is also exploring a pioneering model of cross-border consultation, construction and sharing for the comprehensive bonded zone, the first of its kind in the country.

This initiative seeks to facilitate the coordinated development of the Beijing and Hebei Free Trade Zones and establish a high-level platform for opening and development.

In terms of resource advantages, the Daxing Airport Comprehensive Bonded Zone is adjacent to the world-class international aviation hub of the Daxing International Airport, equipped with four runways (including one for cargo aircraft), a passenger apron with 150 aircraft parking positions, a cargo apron with 24 parking positions, and a maintenance apron with 14 positions.

It is expected to have a cargo and mail throughput of 2 million tons by around 2025 and reach a level of 4 million tons by around 2040, unleashing significant port support potential.

Additionally, the comprehensive bonded zone has a closed 1.64-kilometer area-port channel directly linking to the airside of the Daxing Airport port, realizing the combination of "bonded + port" functions, providing hardware conditions and software scenarios for creating international transit, international distribution and transshipment trade formats, and advancing the integrated development of the port and zone.

Furthermore, the comprehensive bonded zone enjoys the policies of both the Beijing Free Trade Zone and the Hebei Free Trade Zone, possessing inherent advantages for building an institutionalized open highland and conducting pilot projects for cross-regional coordinated supervision.

Daxing Airport Comprehensive Bonded Zone Projects: 

Currently, there are seven key projects within the Daxing Airport Comprehensive Bonded Zone. Among them, three project carriers have already been put into operation, one project carrier is about to be put into operation, and the other three are still under construction. 

Operational projects: The bonded intelligent warehousing center and logistics center project (Hebei). It covers an area of about 166 acres, with a floor area of approximately 90,000 square meters. The project has introduced Chengrong Technology (imported wine distribution center) and Jiahong Supply Chain (bonded logistics warehousing) projects.

Intermodal transportation hub project (Hebei): Encompassing an area of approximately 12 acres, with a floor area of around 8,000 square meters, this project has successfully drawn in the Starlight Kaiming’s aviation simulator "assembly + training" technology.

Bonded public service platform project (Beijing): The project spans an area of 166 acres, with a floor area area of approximately 90,000 square meters, including 4550 square meters of office space. It has introduced the SunFlying chip testing project, as well as supply chain projects such as Boyue Logistics, Fulaite and Mingyi International, and the Nisu Group's cross-border e-commerce project.

International biopharmaceutical park project (Beijing): Covering an area of about 199 acres, with a floor area of approximately 130,000 square meters, this project aims to establish a bonded R&D and processing industry cluster for biopharmaceuticals and medical devices. Currently, it has attracted projects such as Carl's Medical (precision processing of dental implants), Jingwei Optical Inspection (bonded R&D project for testing instruments), and Yisheng Biology (R&D and production of cell therapy drugs).

Projects under construction:

Xinghang global logistics port project (Hebei) will mainly focus on the development of bonded operations such as distribution, warehousing of pharmaceuticals and aviation materials, and maintenance of aircraft engines and components. 

The cross-border e-commerce intelligent consumer supply chain operation center project (Beijing) will establish cross-border e-commerce and bonded warehousing projects primarily focusing on imported fruits, flowers and seafood, creating an international green, intelligent and high-end industrial supply chain base.

Shanghai Pharma North China International supply chain center project (Beijing) will be constructing an international trade center for pharmaceuticals and vaccines, a cross-border e-commerce import center for pharmaceuticals, a domestic pharmaceutical supply chain center and a pharmaceutical innovation research and development center.
