Jinhua optimizing services to help foreigners integrate

Jinhua in East China's Zhejiang province has optimized services to allow foreigners working and living there to more easily integrate into the city.

The registered foreign population in the city has reached around 240,000, according to the Jinhua public security bureau's exit and entry administration.

In 2021, Jinhua took the lead in the province in achieving the "one-stop" processing of work and residence permits for foreigners at both the city and county levels. After foreigners apply online, they just need to go to a unified office to undergo one-time acceptance, review, facial recognition, document verification, and interview procedures, reducing processing time from 30 working days to just 15. At the beginning of this year, in order to further optimize the approval process, the processing time for foreign high-end talent was shortened to seven days.

Kaseya Joseph Ngoy from the Democratic Republic of Congo in Africa is a student at Zhejiang Normal University. After coming to China, he gave himself the Chinese name Wang An. There are many foreigners in the Qinxian community of the city's Wucheng district, where he lives.

Because he can speak multiple languages, Ngoy has become a volunteer for international students and frequently helps mediate conflicts and disputes between foreign residents in the community. "This is very meaningful," he said, adding that he wants to help more people.
