Jinhua in East China's Zhejiang province has been designated a qualifier for the national social governance pilot program, the Central Political and Legal Affairs Commission recently announced.

Over the past three years, the city has been making efforts to explore a characteristic social governance system by establishing mechanisms for organizations, tasks, practices and institutions.

Authorities have established 60 primary-level demonstration governance spots and created 15 innovative institutions, including launching a campaign to crackdown on senior fraud, establishing the first public welfare damage and litigation illegal reporting center nationwide, and handling the first nationwide case of hazardous operations in the field of fire protection.

Some of its practices, such as the supporting mechanism for less arrest, cautious prosecution, and cautious detention, have been promoted across the province.
