"I major in geotechnics and am very interested in the job vacancies", said Wu Rui, a doctoral candidate from Algeria at a job fair recently held in Dongyang, a county-level city in Jinhua, East China's Zhejiang province.

The scene provides a glimpse into efforts by Dongyang authorities to attract more high-caliber talents to bolster its four pillar industries – manufacturing, film and television, construction, and furniture - in recent years.

The city welcomed 37 doctor's degree holders and 13,900 college graduates in 2022, up 48 percent and 58 percent year-on-year, respectively.

Nearly 100 employers based in Dongyang provided more than 150 jobs at the matchmaking meeting, while five doctoral students signed employment agreements with employers and 42 signed initial agreements to work in the city.

Dongyang distributed talent subsidies of 56.23 million yuan ($8.1 million) and housing subsidies of 12.5 million yuan to 33 high-caliber talents in 2022.

Authorities also rolled out new talent policies aimed at expanding the coverage of who is eligible to receive subsidies while also increasing the standards associated with the payments.

In addition, the local government has appointed recruitment counselors from universities and established 31 post-doctoral research institutes, which generate revenues of more than 1 billion yuan.
