The OPC model – characterized by asset-light and flexible operations – is now integrated with cross-border e-commerce, creating an industrial aggregation ecosystem that combines platform access, supply chain resources, AI tools, and financial services.
At the launch event, the Hongkou District Development & Reform Commission unveiled an OPC policy service package covering industry, entrepreneurship, talent, and government services. This included computing support, startup subsidies, talent housing, and financing interest subsidies, with incentives up to 30 million yuan ($4.2 million) for enterprises and 1 million yuan for talent.
The community officially launched a one-stop service platform in partnership with Alibaba.com, Meetsocial, Dewu, eBay, and other leading players. It offers 65 workstations and independent studios of 10–50 square meters, backed by over 2,000 enterprise resources and the Yangtze River Delta industrial belt.
Yuanpeng also operates another park in Kunshan to integrate Shanghai's overseas-market talent with the region's manufacturing base, creating a cohesive solution for enterprises as they go global.
Hongkou is aligning with Shanghai's 15th Five-Year Plan (2026-30) for digital trade, leveraging AI and OPC to help transform traditional manufacturers from being classified as part of the "world's factory" into truly "global brands".
In the first half of 2026, the district's total imports and exports grew 37 percent year-on-year, with both imports and exports registering healthy growth.
