Shanghai districts enhance government services for businesses

Shanghai districts are rolling out new government service measures to optimize the local business environment, support companies expanding overseas, and enhance online and offline service experiences.
The moves follow Shanghai's 2026 action plan for building a world-class business environment, which calls for more efficient government services, stronger support platforms for companies "going global", improved foreign-related legal services and closer government-enterprise coordination.
In Jing'an district, a one-stop integrated service center for foreign nationals has opened at the Jing'an International Reception Hall. The center provides services covering inbound consumption, daily life convenience, government affairs and communication channels.
Jing'an is home to 148 regional headquarters of multinational companies, 115 global service providers and more than 6,200 foreign-invested enterprises. The reception hall offers 142 basic services and 382 extended services. It has received more than 90,000 visits since it opened four months ago.
Changning district has introduced a "tidal business area" model, allowing merchants in designated public areas of shopping malls to adjust their operating positions without changing the address on their business licenses. The reform is designed to reduce institutional transaction costs and improve operational efficiency for commercial complexes.
Hongkou district has launched a global shipping and trade supply chain management service platform, while Qingpu district is using the CIPA Going Global Service Platform in Shanghai to help companies that are expanding abroad access legal, compliance, financial, market-entry and financing services.
Together, the measures show how Shanghai is using district-level innovation to improve services across business, foreign investment, trade and overseas expansion, while strengthening its overall business environment.
