Yangpu launches East Shanghai Talent Port

Shanghai's Yangpu district launched the East Shanghai Talent Port at the 2026 Yangpu District High-Quality Talent Development Conference on April 27.

The port serves as a one-stop comprehensive service platform integrating three core functions: service, resource sharing, and office support.

It is designed to become a core talent landmark in Yangpu, integrating 30 government service items and 26 talent policies to build a one-stop talent service system with integrated policies, streamlined services, and pooled resources. The platform is intended to help attract, retain, and better support talent, and to become a new talent landmark for Shanghai's development of new quality productive forces.

In a key milestone, a group of foreign nationals received the first batch of work-type residence permits issued at the port. A series of major initiatives focusing on talent services and collaborative development were also launched.

Twelve outstanding talent and enterprise representatives, including those from Bilibili, Dewu, and Sunmi Technology, received talent benefit packages covering six key resource areas: talent services, education, science and technology, culture and tourism, health, and elderly care.

The talent service hall at the port offers a wide range of service facilities, including an intelligent guidance system, self-service terminals for talent policy inquiries, and bank self-service machines for endorsement processing. The talent exchange space offers a comfortable environment and a rich program of activities.

Spanning multiple floors, the port features one-stop integrated services on the first floor, full-chain incubation and cultivation on the third floor, and global resource connections on the fourth floor. Using the youth science and technology innovation community as a platform, Yangpu will help global talent start businesses smoothly, live comfortably, and realize their dreams in the district.
