Jing'an aims to advance balanced growth with strategic urban planning

Shanghai's Jing'an district plans to optimize land use and urban planning to promote balanced development between its northern and southern regions during the 15th Five-Year Plan (2026-30) period, playing a crucial role in supporting Shanghai's ambition to become a leading international center for economic, financial, trade, shipping, and scientific and technological innovation.

Jing'an's urban strategy is organized around a framework called "Two Axes, One Belt, Three Zones", which is designed to allocate resources effectively and foster high-quality development.

The district's development is anchored by two strategic axes. The first is the east-west "Nanjing West Road high-end service leading development axis", which aims to harness its presence of multinational headquarters to become a hub for global resource allocation. The second is the "north-south high-quality balanced development axis", which seeks to integrate resources and industries, enhancing connectivity and interaction across the district.

The "Σ Ecological Belt", formed by the water areas of Suzhou Creek, Pengyuepu, and Zoumatang, unites the region, enhancing its ecological quality, and supporting sustainable growth.

The Nanjing West Road-Suhewan Central Activities Zone is intended to build itself into a world-class central activity zone and a core area of an international consumption center city. The Daning Production-Life-Ecology Integrated Innovation Zone serves as a strategic connector, promoting a blend of innovation, culture, and lifestyle. The Shibei International Sci-Tech Innovation Area is poised to be a frontier for the development of new quality productive forces, aspiring to create a leading international industrial innovation community.

Jing'an plans to integrate high-end resources from the south, cultural and ecological assets from the center, and technological and innovation strengths from the north, with the goal of promoting balanced and high-quality development across the district.
