Fengxian and Jing'an collaborate on beauty industry development
Shanghai's Fengxian and Jing'an districts signed a framework agreement for beauty industry cooperation on March 4. The agreement aims to integrate the strengths of both districts, creating new opportunities in this growing sector.

The partnership shifts from traditional competition to fostering new growth. Jing'an will utilize its strengths in headquarters economy and consumer leadership, while Fengxian will contribute its manufacturing capabilities and public services.

Fengxian, home to Oriental Beauty Valley, has a robust cosmetics industry chain and is China's first cosmetics industry capital. Jing'an is the core area of Shanghai's international consumer center, housing global giants like L'Oreal.
The cooperation will allow companies to access a complete industry ecosystem, from R&D and headquarters establishment to manufacturing and market expansion. This strategic partnership aims to attract global investment while empowering both districts.

City-level departments are deeply involved, with the Shanghai Municipal Commission of Economy and Informatization and the Shanghai Municipal Commission of Commerce providing strong policy support. This reinforces the city's role as a global consumer hub.
