Shanghai unveils action plan to boost global business appeal

Shanghai has unveiled its latest action plan to further accelerate the development of its world-class business environment.

This new edition of the plan aims to invigorate various market entities and enhance the city's appeal to high-end domestic and international resources.

The action plan, the ninth consecutive one issued by the Shanghai municipal government, comprises 26 tasks across four key areas:

Efficient and Convenient Government Services: The plan will enhance the "one-stop service" initiative throughout the enterprise lifecycle, introducing integrated services for store openings. It aims to streamline non-essential expert reviews and pilot bulk approval models for quicker access to policy benefits. Moreover, it will promote the use of AI in business registration and intelligent applications for high-frequency matters.

Fair and Just Market Competition: The plan focuses on strengthening law enforcement against monopolistic and unfair competition practices. It also seeks to improve the cross-border insolvency mechanism for expedited proceedings and enhance Shanghai's cross-border arbitration capabilities by upgrading the overseas arbitration service network.

Supportive Industrial Ecosystem: Each district is encouraged to elevate its signature brand by developing distinctive industrial clusters and enhancing the living and working environment.

Diverse and Collaborative Social Co-governance: The plan supports industry associations and chambers of commerce in policy formulation, communication, interpretation, and evaluation. It ensures the voices of SMEs are heard and considered.

During the 15th Five-Year Plan (2026-30) period, Shanghai will continue to prioritize optimizing its business environment as a key driver of high-quality development. The city aims to deepen high-level opening-up, attract top enterprises and talents from home and abroad, and fully unleash innovation and creativity.
