1. Rent and Fee Reductions: Startups in designated areas like "V-Hub" can enjoy full rent exemptions in the first year, with reduced rates in subsequent years. The initiative aims to develop a vibrant content creation ecosystem across the district.

2. Awards and Recognition: Annual evaluations will reward outstanding content with up to 100,000 yuan. Creators can also receive honors and be prioritized for national and municipal accolades.

3. Comprehensive Services: Support includes funding for global content expansion, internship opportunities through the "YOUNG V Internship Program", and community benefits for enterprises in "V-Hub".

4. Financial Support: An investment fund of at least 1 billion yuan will back industries like short-form dramas and online literature. Financial products and guarantees will be available to support creators.

5. Subsidies: Various subsidies are offered, including scenario, event, and talent subsidies, to encourage content creation and support creators' living and working conditions.

6. Governance and Compliance: The district will provide guidance on compliance and regulation to ensure the sustainable development of content creation.

The policy is effective immediately and will be evaluated and optimized annually over the next three years.
