The Urban (Wuhan) High-quality Development Forum occurred on May 31 in the East Lake High-tech Development Zone (also known as Optics Valley of China, or OVC), Wuhan, Central China's Hubei province.

The event was directed by the Publicity Department of the CPC Wuhan Municipal Committee and hosted by the Office of Cyberspace Affairs Commission of the CPC Wuhan Municipal Committee and the Beijing News.

Liu Shijin, vice chairman of the China Development Research Foundation, said that the building of the Wuhan New City should prioritize talent resources, digitalization, and sustainable development.

"The Wuhan New City construction is expanding the city eastward and formulating new growth engines. It can be estimated that more population will come to the new city. The government needs to work out ways to retain domestic talents and overseas outstanding personnel to make the new city an innovation hub," Liu added.

According to Chang Jiwen, the esteemed deputy head of the Resource and Environment Policy Research Institute at the Development Research Center of the State Council, the concept of low carbon has emerged as a defining symbol in the new wave of urban competition. He firmly asserts that each locality should actively seek out suitable methods and approaches to realize low-carbon development in accordance with their unique circumstances and specificities.

Liu Huixin, executive director of the International Institute of Green Finance from the Central University of Finance and Economics, expressed at a roundtable forum that the dual carbon goal can be a massive opportunity for every city. Liu also expressed her expectation that Wuhan can set on a high-tech, high-quality, green, and sustainable development path.
