CPPCC members discuss strengthening system and capacity building for foreign-related rule of law

The 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC) held its 43rd biweekly consultative meeting in Beijing on April 24, focusing on strengthening system and capacity building for foreign-related rule of law.

Wang Huning, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and chairman of the CPPCC National Committee, presided over the meeting.

Wang noted that since the 18th CPC National Congress in 2012, the CPC Central Committee has prioritized strengthening foreign-related rule of law from a strategic perspective that balances domestic and international imperatives and integrates development with security.

He said China has accelerated the development of a system of foreign-related laws and regulations, strengthened law enforcement, administration of justice and legal services, cultivated a pool of specialized legal professionals and actively participated in shaping international rules.

These efforts have provided strong legal support for safeguarding national and people's interests, promoting the progress of international rule of law, and building a community with a shared future for humanity, Wang said.

Wang also said the CPPCC should conduct in-depth research on key issues such as advancing China's foreign-related rule of law system and strengthening the cultivation of foreign-related legal professionals, while striving to effectively communicate China's rule of law story in the new era.

CPPCC members who are legal experts, entrepreneurs and other professionals should leverage their specific roles and expertise to play a greater part in accelerating the development of the system and capacity for foreign-related rule of law, he added.

Eleven CPPCC National Committee members and one expert made speeches at the meeting.

They noted the need to improve the system of foreign-related laws and regulations by strengthening legislative planning, refining the legislative process and advancing legislation in key areas. They also called for deepening foreign-related law enforcement and judicial cooperation, and taking active steps to align with high-standard international economic and trade rules.

To enhance foreign-related legal services, the meeting participants suggested that China accelerate the establishment of an integrated online-offline legal system that supports both domestic and cross-border operations, providing efficient and accessible legal services for enterprises and individuals. They also emphasized the importance of intensifying efforts to cultivate foreign-related legal professionals and promoting in-depth international exchanges to support high-standard opening-up.

CPPCC National Committee vice-chairpersons Hu Chunhua, Wang Yong, Zhou Qiang, Ho Hau Wah, Leung Chun-ying, Mu Hong, Wang Dongfeng and He Baoxiang attended the meeting.

Officials from the Supreme People's Court, the Ministry of Justice, and the Ministry of Commerce briefed the meeting participants on relevant matters and held consultative exchanges with the participating CPPCC National Committee members.
