Anhui's Huangshan city, famed for its natural beauty, is now building a new reputation as a hub for business growth. The city's GDP grew by an estimated 6.3 percent in 2025, a success officials credit to its relentless focus on improving its business environment.
A core shift has been the government's transformation from regulator to service provider. Striving to provide proactive services, the city deployed nearly 1,000 specialists in 2025 to support key enterprises, resolving over 1,400 business requests through a 24/7 platform.
When the "Hidden Realm" hotel project faced issues with overhead cables, local authorities coordinated a fix within five days, helping the project open just ten months after construction began.
In addition to aiding individual companies, Huangshan strategically nurtures industrial clusters and fosters local supply chains following a "one-county, one-cluster" model.
For instance, manufacturer Anhui Zhuopu now sources parts locally within its high-end equipment cluster, saving over 1 million yuan ($143,000) annually in logistics costs. An automotive parts cluster in Xiuning county, supported by an innovation center, has flourished under this strategy.
"By aligning policy with high-quality services, we ensure all factors of production work in sync," said a city official. With a proven model that combines efficient services with strategic ecosystem development, Huangshan is solidifying its foundation for sustainable economic growth.
