Zhuhai tightens control over sci-tech incubator land use

Zhuhai will strengthen control over the land use of scientific and technological enterprise incubators in the city.
The Opinion on Strengthening the Land Use Management of Science and Technology Business Incubators in Zhuhai will come into effect on Aug 1. It specifies the land use principals, as well as stipulations on land development, construction, leasing, land transfer, and prices.
The newly built sci-tech enterprise incubators will be included in the city's annual land supply planning, and should be consistent with urban-rural planning and overall laud utilization planning. The term for land use is 40 years.
The plot ratio (the ratio of a building's total floor area to the size of the piece of land upon which it is built) of newly built sci-tech enterprise incubators should be no less than 3.0. The construction area counted into the calculation of the plot ratio should equal or exceed 70 percent of the floor area counted into the calculation of the plot ratio.

Those with a construction area of 50,000 sq m (12 acres) or above and a floor area counted in the calculation of the plot ratio of 200,000 sq m (49 acres) or above can allocate some land for business or residential use.
Supportive facilities such as charging poles for new energy vehicles, kindergartens, as well as primary and secondary schools can be built. However, the property rights should be transferred to the government for free.
The land for sci-tech enterprise incubators shouldn't change their purpose, otherwise the government can reclaim it. Industrial, warehousing, and logistics lands within the city's industrial land control line cannot alter their purpose to host incubator projects.
Enterprises must file the incubator and obtain certification from the district government (administrative committees) or the science and technology authorities at or above the municipal level within three years after construction is completed. In cases where this doesn't occur, they will be charged a penalty equal to 10 percent of the total land price.
