Xiangzhou should be innovative, bold and consistent with the spirit abided by the people of the Zhuhai Economic Special Zone, the district's Party Chief Yan Hong said during the 9th Plenary Session of the 9th CPC Xiangzhou District Committee on Aug 1.

Implementing high-quality development and deepening supply-side structural reform are necessary steps in pushing for the "Second Entrepreneurship." The city called for advances in this aspect, to be realized through analyzing achievements and experience as well as tackling weak points and problems. It was declared at the Plenary Session of the 8th CPC Zhuhai Municipal Committee that opened on July 18.

In terms of the specific situation, it is high time for Xiangzhou to optimize its institutions, service, and supply of resources.

"At present, the lack of market awareness and the excessively amplified role of the government are still prominent. It has caused inefficient resource allocation and lackluster development,” Yan stressed. “Therefore, we especially need to emphasize the role of the market in the allocation of resources."

Statistics show that Xiangzhou's economic output accounts for nearly half of the city's total. It is the reason why the district has been striving to become an economic engine for Zhuhai and even for the Guangdong-Hong Kong-Macao Greater Bay Area, and this is also the outcome of the effort.

Modification of the industrial structure should target globally advanced technologies and industrial revolution trends. Intelligent manufacturing and high-end service will be built into pillars of the economy, advancing alongside strategic emerging industries including digital economy.

Renovation and transformation of old industrial parks should be accelerated, making sure that there is ample room for well-set industrial clusters. Promoted is an integrated development that also provides life services, business functions and recreational options. R & D design and cultural creation will continue to be prioritized, according to Yan.

Yan also emphasized the reform of grassroots social governance, and improved refined urban management.
